Minutes of the Regular Meeting of the Town Board of the Town of Kirkland held at the Town of Kirkland Municipal Building, 3699 State Route 12-B, Clinton, Oneida County, New York on March 10, 2014, at 7:00 p.m.
Present: Supervisor Robert J. Meelan Councilman Michael D. O’Neil Councilman Fred A. Lomanto Councilwoman Donna Yando Councilman Garry Colarusso Absent: Attorney for the Town, Anthony Hallak Also Present: John Davis – Smart Watt Energy Supervisor Meelan called the regular meeting to order at 7:00 p.m. and asked those present to stand for the Pledge of Allegiance. Supervisor Meelan recognized the public in attendance. John Davis representing Smart Watt Energy made a presentation regarding the audit that was conducted at the Senior Citizens’ Center on behalf of National Grid. He explained that National Grid would pick up 49.9% of the actual cost of the program that will cut energy costs to the Town significantly. The Town’s out-of-pocket contribution amounts to $6,528.43 and it will pay for itself in 27.3 months. The Town’s National Grid account has $6,500 of incentive money to be applied if we choose to implement the program. The Town’s estimated annual energy savings will be $3,778.91 and estimated monthly savings of $314.91. The current actual electric cost is $5,396.50, less the proposed savings of $3,778.91, equals a cost of $1,617.59 annually. Smart Watt Energy will remove the T12 bulbs as they contain carcinogens and production of these bulbs was stopped in 2012 and production of ballasts was ceased in 2010. The incandescent bulbs are being phased out as of the first of the year and will be swapped out for American made CFLs when the program is implemented. LEDs with a five-year warranty will be installed in the outside light poles. The LEDs have a five-year warranty and a life of approximately ten years. Smart Watt covers the warranty for the first two years of the program. Councilman Colarusso asked Mr. Davis if there would be any repercussions for the Town if the predicted savings fell short. John Davis said that energy savings were based upon the wattage used, but if savings were not in line with what was predicted, the responsibility would be upon Smart Watt Energy. Councilman Colarusso recommended accepting the program as outlined. Supervisor Meelan recommended accepting the program with the third option of payback in 24 months decreasing the electric bill by $42.89 per month. RESOLUTION #28 Upon motion by Councilman Colarusso, seconded by Councilman O’Neil, the following resolution was ADOPTED: RESOLVED, that the Kirkland Town Board invest in the program as stated by Smart Watt Energy on behalf of National Grid, based upon the audit of the Senior Citizens’ Center and Town Police headquarters with the 24 month repayment option. Chief English met with Dan Delacese regarding the run and walk event to benefit Spring Farm Cares. We have received their insurance policy but not the required certificate of insurance. Supervisor Meelan said that the Town may accept donations to defray the costs of police patrol during the event and would encourage Spring Farm Cares to consider a donation. The KAC Run and Walk is scheduled for June 7, 2014. Chief English said that the Drug Task Force is reorganizing. The Chief reported that last weekend the Kirkland Police started out with a motor vehicle stop on Route 12B. As a result an arrest was made for several vehicle and traffic violations, misdemeanors, and felony charges involving cocaine. English added that assisting in the investigation were Kirkland Police Department members assigned to the Oneida County Drug Enforcement Task Force. Buildings and Grounds Liaison Mike O’Neil – No report Recreation Liaison – Councilman Lomanto – No report Supervisor Meelan noted that the Rink Association donated three televisions to the Arena with money they made from the sale of dasher boards.
Senior’s Liaison – Councilwoman Yando –
Went to the Senior Sewer Liaison – Councilman Colarusso – Attended a meeting at the Hamilton College Physical Plant with Tony Arcuri and DEC. SWOCO Liaison- Councilwoman Yando said she was unable to attend the last SWOCO meeting on Tuesday, March 4th. The Safety Inspector’s reports and Animal Control reports for February were reviewed by the Town Board. CORRESPONDENCE Supervisor Meelan said that Oneida County Sheriff Robert M. Maciol sent him the 2013 Annual Report in electronic format for the Oneida County Sheriff’s Office. Last month a few Board members attended the meeting with Vernon Town Supervisor Myron Thurston regarding the Indian land claim. Supervisor Meelan said that now he will meet with County Executive Anthony Picente in an executive session at the County Office Building and hear the rest of the story before making any decisions. A time will be set for this meeting.
The Town just received the $50,000 grant
application for the Senior Center project sent by Jessica DeCarre. The project may not already be complete in
order to qualify for the grant.
Supervisor Meelan said that if we cannot apply the grant money to the
Senior Center project, possibly the grant could be utilized for the
