Minutes of the Special Meeting of the Town Board of the Town of Kirkland held at the Town of Kirkland Municipal Building, 3699 State Route 12-B, Clinton, Oneida County, New York on August 29, 2011, at 9:00 a.m.

Supervisor Meelan called the special meeting to order.
The Legal Notice of the Special Town Board meeting, which was published in the August 24th edition of the Clinton Courier, has been made part of these minutes.
At the August 24th Board meeting Councilmen Arcuri and Lewis were directed to review the bids to repair the Highway Garage wall. Councilman Lewis recommended that the Board accept the low bid of George Chamberlain in the amount of $87,500.
RESOLUTION #74
Upon motion by Councilman Lewis, seconded by Councilman O'Neil the following resolution was presented:
RESOLVED, that the Kirkland Town Board award the low bid to repair the Highway Garage wall to George Chamberlain, 6003 Tanner Road, Oriskany Falls, NY, in the amount of $87,500;
FURTHER RESOLVED, that the Kirkland Town Board authorize Supervisor Meelan to sign the contract with George Chamberlain.
Upon the roll call vote, three voted aye, none opposed and the resolution was declared adopted. (Councilmen Lomanto & Arcuri absent).
Board members discussed solutions to the illegal crosswalk on Griffin Road with Steve Bellona from Hamilton College. The crosswalk is located near the busy construction site for the new Wellin Museum. Supervisor Meelan stated that the illegal crosswalk is a liability to the Town of Kirkland. Mr. Meelan noted that a crosswalk is required to go from the public sidewalk on one side of the Griffin Road to a public sidewalk on the other side of the road. Mr. Belona said that the sidewalk on Griffin Road will be completed next July. One suggestion was to cover the crosswalk signs and erase the crosswalk stripes. The Attorney for the Town will be contacted for his legal advice.

There being no further business to come before the Town Board, upon motion of Councilman O'Neil, seconded by Councilman Lewis the meeting was adjourned at 9:15 a.m.
