July 11, 2011: Town Board Meeting Minutes

Minutes of the Regular Meeting of the Town Board of the Town of Kirkland held at the Town of Kirkland Municipal Building, 3699 State Route 12-B, Clinton, Oneida County, New York on July 11, 2011, at 7:00 p.m.

Present:

Supervisor Robert J. Meelan             Attorney for the Town Anthony Hallak

Councilman Michael D. O'Neil

Councilman Anthony F. Arcuri

Absent:

Councilman Mark C. Lewis

Councilman Fred A. Lomanto

Supervisor Meelan called the regular meeting to order and asked all persons to stand for the Pledge of Allegiance.         

The Legal Notice to Bidders for two, Class 8, 6x4 cab and chassis trucks was read. The Legal Notices, which were published in the June 22, 2011 edition of the Courier, has been made a part of these minutes.  Three bids were received and a certified check or bond and a Non-Collusive Certificate were enclosed in each bid.  Supervisor Meelan opened the bids:

--Beam Mack Sales & Service, Inc., 6260 East Molloy Road, East Syracuse, NY 13057; bid:  two Volvo, Model VDH#64F200, $229,450.

--Stadium International, 105 7th North Street, Syracuse, NY 13220, bid:  two International, Model 7600, 6x4, $237,348.

--Utica Truck Sales, 9411 River Road, Marcy, NY 13403, bid: two Volvo, Model  VHD 64F, $136,273 per unit (two= $272,546).

          A motion was made by Councilman Arcuri, seconded by Councilman O'Neil to authorize Councilman Lewis and Superintendent of Highways Jonathan Scott to canvass the bids and return with a recommendation at the Special Meeting on July 19, 2011.

          Upon the roll call vote, three voted aye, none opposed and the motion was declared carried.  (Councilmen Lomanto & Lewis absent)

          (The Legal Notice of Special Town Board Meeting will reflect inclusion of the  bid opening.)

          Police Chief English reported that there were 170 complaints in June:  132 in the Town and 38 in the Village.  The Clark Mills Firemen's Field Days went smoothly.  There was an extremely high turnout for the July 4th celebration with traffic exiting for 1 ½ hours. 

          Board members reviewed the Safety Inspectors' Reports and the Animal Control Report for the month of June.

          The 2011 tentative office hours for the Assessor's Office will be Tuesdays & Thursdays 7:00 - 9:00 p.m..

          A motion was made by Councilman O'Neil, seconded by Councilman Arcuri to pay the bills as audited.

          Upon the roll call vote, three voted aye, none opposed and the motion was declared carried.  The totals were:

A - $68,277.03; B - $17,479.31; DA - $14,872.53; DB - $17,661.70;

SS1 - $8,408.52; SS2 - $29.26

          There being no further business to come before the Town Board, upon motion by Councilman Arcuri, seconded by Councilman O'Neil the meeting adjourned at 7:25 p.m.
