Minutes of the Special Meeting of the Town Board of the Town of Kirkland held at the Town of Kirkland Municipal Building, 3699 NYS Route 12B, Clinton, Oneida County, New York on October 18, 2007, 4:30p.m.

Supervisor Foley called the special meeting to order to discuss prioritization of special projects and a five-year plan. $200,000.00 from the General A fund balance is to be appropriated to Capital Projects in 2008.
Councilman Meelan, Buildings & Grounds Committee, explained that he asked the Superintendent of Highways and the Recreation Maintenance Superintendent to supply a list of necessary improvements to the Highway buildings, Park, Arena and Senior Center. Board members reviewed a list of the improvements and the estimated cost. Supervisor Foley explained that these improvements have not occurred because of budgetary constraints and it needs to be addressed. (The list of improvements has been made a part of these minutes).
All the Board members tentatively considered spending approximately $192,850 on Capital Projects and approximately $519,000 would be bonded for the other improvements. (see list for notations)
Supervisor Foley noted that one of the only criticisms from the members of Kirkland Ventures and the Syracuse Maxwell School of Business was that the Town was not utilizing their debt service to the fullest extent. Councilman Venero said that the Arena is a facility that the Town owns and bonding for $370,000 to upgrade the equipment was necessary. Councilman Yando said that we cannot let the infrastructure in the Arena deteriorate. Councilman Meelan noted that the Town is giving $193,000 to the Library, which is not owned by the Town. The Town owns the Arena and there are necessary improvements to be made in the building, which were cited in the September 6th National Grid Energy Walk-Through recommendations. Councilman Yando added that the improvements will benefit the Town in savings over a period of time.
There being no further business to come before the Town Board, upon motion of Councilman Meelan, seconded by Councilman Yando the meeting was adjourned at 5:30 p.m.
